(UPDATED) – ENGINEERING SERVICES FOR THE DEVELOPMENT OF FEASIBILITY STUDY AND PROJECT DOCUMENTATION FOR THE PROCESSING OF THE KGC MILL TAILINGS

DEADLINE FOR SUBMISSION OF COMMERCIAL OFFERS: 15:00 a.m. until February 29, 2024.

Kumtor Gold Company CJSC invites you to take part in the open selection of a potential contractor for the provision of services:

Engineering services for the development of a feasibility study and project documentation (“Project” stage) of the KGC Mill Tailings Processing Complex.

Your proposals with the attached documents, annexes, and price offers must be signed by the person(s) who has (and) all the authority to sign commercial offers and obligations under the contract, including the “Confidentiality Agreement”, sealed, the format of the submission of documents is PDF.

The authority of a person to sign documents must be confirmed by a power of attorney or certified copies of documents confirming their authority.

Procedure for submitting tender proposals

Participants submit their Proposals for participation in the selection of suppliers by e-mail in 2 (two) separate emails.

The technical (qualification) and financial parts of the proposals should be submitted in separate files in the following order:

1. Technical (qualification) part of the proposal.

The first message should have the subject “Privacy Agreement /signed NDA [company name]” and be sent to: aigerim.maksatova@kumtor.kg

After signing the Privacy Agreement, we will send you a list of documents for review located at Metso Outotec, such as:

– Report of JSC “KyrgyzGIIZ” on engineering surveys at the facility: “Engineering and geological surveys at the site of production and infrastructure facilities of the Mill Tailings Processing Complex of the Kumtor mine.”

– Report of the geological exploration department of KGC “Assessment of the Kumtor tailings resources (as of 01.01.2022)

– Blue Coast Research (BCR) report on metallurgical studies from Mill tailing samples of KGC.

– Metso Outotec report on the results of metallurgical studies from samples of tailings of KGC Mill.

– Other documentation and materials are provided, if necessary, upon separate request.

2. The financial part of the offer.

The second message should have the subject “Financial offer for Engineering Services [company name]” and contain the financial proposal in a password-protected file and sent to tailingsdump@kumtor.kg before 15:00 a.m. on February 29, 2024.

Required documents for the second package:

1. Commercial offer on an official letterhead, indicating the timing of the work, terms of payment and attach the estimate documentation/calculation (cost decoding).

The Customer has the right to accept or reject any offer, as well as to cancel the open selection process and reject all offers at any time before the award of the Contract, without incurring any obligations to the relevant parties.

The cost of services specified by the Selection Participant should include all costs, including taxes, duties, fees and other payments levied in accordance with the legislation of the Kyrgyz Republic, and other costs of fulfilling contractual obligations, taking into account the service period, related services specified in the Agreement.

Evaluation criteria: the winner will be the offer that meets the qualification and technical requirements and has the lowest estimated cost of services.

Deadline for submission of commercial offers: 15:00 a.m. until February 29, 2024.

Competitive proposals submitted by the Selection Participants later than the specified deadlines of the first and second packages, and/or applications, will not be accepted and will not be considered.

By submitting an offer, the Participant thereby expresses their consent to all the conditions specified in the requirements of the Company.

Each selection participant can submit only one competitive offer.

It is not allowed to make changes to the competitive proposals after the deadline for their submission.
