PURCHASE OF TECHNOLOGICAL PROCESS INFORMATION MANAGEMENT SYSTEM (PIMS)

Kumtor Gold Company CJSC (the Customer) invites you (the Participants) to take part in the open selection of a potential contractor for the provision of works:

Purchase of technological process information management system (PIMS).

*According To The Terms Of Reference – Appendix # 2

Proposals with attached documents, appendices, and price proposals must be signed by the person(s) having full authority to sign commercial proposals and obligations under the Agreement, sealed, the document submission format is PDF.

The authority of a person to sign documents must be confirmed by a power of attorney or certified copies of documents confirming his authority.

The procedure for submitting tender proposal

Potential participants of the tender who wish to participate in the selection must submit a commercial proposal in accordance with Appendix # 1 to the Invitation, attach the required copies of documents and send them electronically by e-mail.

Participants submit their Proposals for participation in the selection of suppliers by e-mail in 2 (two) separate e-mails.

The technical (qualification) and financial parts of the proposals must be submitted in separate files in the following order:

1. Technical (qualification) part of the proposal.

The letter for the technical (qualification) assessment must contain the following and be sent to:  pims@kumtor.kg

Required documents for the first package:

For residents of the Kyrgyz Republic:

Required documents:

1. A letter confirming your interest in participating;
2. Detailed information about the company:

–     necessary permits, licenses, certificates, diplomas required for the provision of services;

–     a reference list for similar services over the past 5 years (copies of Agreement for previously performed works);

– recommendations, reviews.

3. A scanned copy of the certificate of registration of a legal entity;
4. A scanned copy of the document defining the main type of activity (Charter), as well as a scanned copy of the decision on appointment as head;
5. Scanned copies of the original financial statements for 2021-2022-2023:

– Accounting balance-sheet;

– Profit & loss account;

– Cash flow statement;

– Capital flow statement;

– Unified Tax return.

6. Certificate of no arrears on tax payments and insurance payments to government agencies as of the last accounting date;

For non-residents (participants from other countries):

Required documents for the first package:

1. A letter confirming your interest in participating;
2. Detailed information about the company:

–     necessary permits, licenses, certificates, diplomas required for the provision of services;

–     a reference list for similar services over the past 5 years;

–     recommendations, reviews.

3. Scanned copies of the registration and constituent documents of the procurement participant;
4. Scanned copies of the original financial accounting.

Scanned copies of the qualification documents

The Participant also provides any other documents that the Participant will have to fill out or prepare in accordance with the requirements of the Customer. These documents can be requested both during the selection process and after it is carried out as part of working with the winner.

2. The financial part of the proposal.

The second package “Financial Proposal – Purchase of a technological process information management system (PIMS)” should be sent to pims@kumtor by e-mail.kg until July 05, 2024 – 15:00

Required documents for the second package:

1. A commercial proposal on an official letterhead, indicating the performance time, payment terms.

Purchase of a technological process information management system (PIMS). The Customer has the right to accept or reject any proposal, as well as to cancel the open selection process and reject all proposal at any time before the award of the Agreement, without incurring any obligations to the relevant participants.

The cost of services specified by the Participant of the selection must include all expenses, including taxes, duties, fees and other payments collected in accordance with the legislation of the Kyrgyz Republic, and other costs for fulfilling Agreement obligations, taking into account the service period, related services specified in the Agreement.

Assessments criteria: the winning proposal will be the one that meets the qualification requirements, technical requirements and has the lowest estimated cost of services.

• Deadline for submitting commercial proposal: 15:00 of July “05” 2024.

Tender proposal submitted by the selection Participants later than the specified dates of the first and second packages, and/or applications, will not be accepted and will not be considered.

By submitting his proposal, the Participant thereby expresses his consent to all the conditions specified in the requirements of the Company.

Each participant of the selection can submit only one competitive proposal.

It is not allowed to make changes to the tender proposal after the deadline for their submission.
