CJSC KUMTOR GOLD COMPANY invites for cooperation the companies and private entrepreneurs to provide services in the field of information technology.

The KGC is ready to consider proposals by Lots from the companies and private entrepreneurs who are service partners or who have certified specialists in the following area:

Lot 1. VHF Radio Service Support – Managed Service + On Demand

KGC operates several VHF Repeater Stations covering vast areas at MineSite, Bishkek, Balykchy, along the route: Bishkek – Balykchy – the southern automobile road up to the bus stop nearby Barskoon village – road to the Kumtor mine with.

Technical support is required to maintain this system, with planned monitoring and replacement / maintenance as required.

These repeaters must be maintained in a highly secure and reliable manner. Support would include Radio system, solar or fixed power system, building, cables and supporting equipment.

Design of channel and frequency allocation, and management of interference is a key deliverable.

Support for repair of handheld and mobile radio VHF handsets on or offsite.

Repeaters are located in remote high altitude locations. Providers must have relevant experience, safety and health to support these locations. Safe transport, PPE and tools must be provided by supplier.

Kumtor reserves the right to manage access and access procedures to achieve zero harm.

Personnel working / travelling to Kumtor site are required to pass Medical and Security checks.

Materials can be provided by vendor or Kumtor as required.

A complete inventory will be developed with the successful applicant.

Bidders shall provide the following minimum information in their proposals:

• Company specialist CV’s and references.
  A detailed list of facilities and equipment can be provided after submission of this information to suitable applicants.
• Fixed monthly support cost for repeater stations, with scheduled / planned maintenance.
• Daily rates addressing Remote Support, Bishkek, Regional, Kumtor site, Travel time
• Part days to be accumulated
• Repair rates for handheld and mobile radio VHF handsets

Lot 2. Printer Maintenance – Managed Service + On Demand

Kumtor operates a printing / MFD environment of HP and Xerox equipment

Support is required for “On Demand” & Pro-active maintenance at Kumtor mine, Balykchy, Karakol and Bishkek.

Periodically do preventive testing, tuning, cleaning of scanning surface and do replacement of mechanical parts if required.

On demand diagnostics, repair services done on site. It includes but not limited to performing mechanical, engineering repair work in cases of stopping, failures, and other defects in equipment operation.

Personnel working / travelling to Kumtor site are required to pass Medical and Security checks.

Safe transport, PPE and tools must be provided by supplier.

Kumtor reserves the right to manage access and access procedures to achieve zero harm.

Materials can be provided by vendor or Kumtor as required.

Bidders shall provide the following minimum information in their proposals:

• Summary information about organization describing basic business activities.
• Company References for similar such services are required and should be supplied.
• Vendor should propose SLA for response time for incidents / requests
• List of services with all-inclusive hourly or piecework rates
• Rates should reflect location
• Rates for “on demand” installation of printers
• Rates for materials / parts
• Rates for “planned maintenance” on an agreed regular schedule
• Rates for “on demand” repair
• List of personnel with their respective background who will be able to make field trips to the Kumtor mine (they will take a mandatory medical check).
• Licenses and permits available.

Lot 3. Network Support (LAN / WAN / Satellite) – On Demand

Description of work:

Kumtor operates a mixed technology LAN / WAN utilizing copper, fiber optic, microwave, Satellite and Wi-Fi technologies.

Chosen company will provide on demand remote or on-site network support in Bishkek, Kumtor Site, Balykchy, Karakol, other regional within Kyrgyzstan.

Minimal Requirements:

1. Copper and Fibre Optic Patching and Rack Cabling
2. Physical installation of Network Equipment
3. Installation of Microwave and WiFi Equipment
4. Installation of Satellite Equipment

Bidders shall provide the following minimum information in their proposals:

• Summary information about organization describing its business activities.
• List of services with all-inclusive daily rates for remote support, on-site support in Bishkek, Kumtor Site, Balykchy, Karakol, other regional within Kyrgyzstan. (taxes and mandatory deductions, transportation of personnel to the location of work and back, wages + travel and various allowances, etc.).
• Chart of Rates commensurate with technical competency / experience
• Estimated SLA for delivery of such services
• List of personnel with their respective background. Personnel working / travelling to Kumtor site are required to pass Medical and Security checks.
• Company References for similar such services are required and should be supplied.
• Certification and vendor partnership information should be supplied.

Lot 4. Network Connected UPS Maintenance – Managed Service

Description of work:

Kumtor operates a large number of Network Connected APC UPS devices to ensure system availability

Kumtor requires a supplier to provide the following services:

1. Inspect KGC equipment at regular intervals.
2. Proactive replacement and maintenance as required;  This equipment must be maintained in a highly secure and available manner.
3. On demand installation
4. On demand repair of UPS

Support is required to maintain the health of this equipment, with pro-active monitoring and replacement / maintenance as required.

Bidders shall provide the following minimum information in their proposals:

• List of services with all-inclusive hourly or piecework rates on different locations: Bishkek, Balykchy, Karakol, MineSite
• A standard list of equipment / devices with pricing
• Supply of consumables and parts for above equipment
• List of personnel with their respective background who will be able to make field trips to the Kumtor mine (they will take a mandatory medical check).
• Licenses and permits available.
• Summary information about organization describing basic business activities.
• Company References for similar such services are required and should be supplied. Photographs of previous installations required.

Contract duration will be initially 1 year.

Commercial proposal should be submitted by each Lot separately. A bidder has the right to submit proposal by only one Lot or by several Lots.

Specialists who will work at the mine/visiting the site must pass relevant medical examination and control of the KGC security system.

Vendors requesting further technical information must submit initial proposal with company references, certifications and vendor partnerships, along with technical details requested.

Technical information is confidential and will only be provided to reputable vendors at KGC discretion.

The proposals in a sealed envelope marked “IT Services Proposal, Lot #…” should be submitted before 17:00 July 19, 2019.to the address: 24, Ibraimov St., (Uchkun JSC building), the 10th floor, Bishkek.

KGC reserves the right to accept or reject (in whole or in part) any proposal received, and also unequivocally declares the refusal to pay any costs incurred by the applicants within the said invitation.
