PURCHASE OF WATER TRUCKS TO SUPPLY WATER TO DRILL RIGS OF THE DRILL/BLAST DEPARTMENT

Kumtor Gold Company CJSC (Client) invites you (Participants) to participate in the open selection of potential contractor for the purchase of water trucks:
For the purchase of water trucks to supply water to drill rigs of the Drill/Blast Department
*According to the Terms of Reference – Appendix 2

Proposals with attached documents, annexes, and quotations shall be signed by a person(s) who has full authority to sign commercial proposals and contractual obligations, sealed, and the documents shall be submitted in PDF format.

The authority of a person to sign documents shall be confirmed by a power of attorney or certified copies of documents confirming his/her authority.

Procedure for submitting competitive proposals.

Potential Participants who wish to participate in the selection shall submit a Commercial Proposal in accordance with Appendix №1 to the Invitation, attach the required copies of documents and send them electronically by email.

Participants shall submit their Proposals for participation in the selection of suppliers by email in 2 (two) separate emails.

Technical (qualification) and financial parts of the proposals shall be submitted in separate files in the following order:

1. Technical (qualification) part of the proposal.

The letter for technical (qualification) evaluation shall contain the following and be sent to the email address: watertruck@kumtor.kg

Documents required for the first package:

For residents of the Kyrgyz Republic:

Documents required:

1. Letter confirming interest in participation.
2. Detailed information about the company:
   – Permits, licenses, certificates, diplomas required to supply goods and services.
   – reference list of similar supplies for the last 5 years (copies of agreements for previously performed works).
   – recommendations, feedback.

3. Scanned copy of the certificate of registration of a legal entity.
4. Scanned copy of the document defining the main type of activity (Charter), as well as scanned copy of the resolution on appointment as a manager.
5. Scanned copies of the original financial statements for 2021-2022-2023:
   – Accounting balance sheet.
   – Profit and loss statement.
   – Cash flow statement.
   – Capital flow statement.
   – Unified tax declaration.

6. Certificate of absence of arrears on tax payments and insurance contributions to state authorities as of the last reporting date.

For non-residents (participants from other countries):

Documents required for the first package:

1. Letter confirming interest in participation.
2. Detailed information about the company:
   – Permits, licenses, certificates, diplomas required to supply goods and services.
   – reference list of similar supplies for the last 5 years.
   – recommendations, feedback.

3. Scanned copies of registration and constituent documents of the procurement participant.
4. Scanned copies of the original financial statements.
5. Scanned copies of qualification documents.

The Participant shall also submit any other documents that the Participant will be required to complete or prepare in accordance with the Client’s requirements. These documents may be requested both during and after the selection process as part of the work with the winner.

2. Financial part of the proposal.

The second package, “Financial Proposal – for the purchase of water trucks to supply water to drill rigs of the Drill/Blast Department”, shall be sent to watertruck@kumtor.kg before 5:00 pm, on November 15, 2024.

Documents required for the second package:

1. Commercial proposal on official letterhead, indicating delivery terms, payment terms.

For the purchase of water trucks to supply water to drill rigs of the Drill/Blast Department. The Client shall have the right to accept or reject any proposal and cancel the open selection process and reject all proposals at any time prior to the award of the Agreement, without incurring any obligation to the relevant participants.

The cost of services specified by the Selection Participant shall include all expenses, including taxes, duties, fees, and other payments levied in accordance with the legislation of the Kyrgyz Republic, and other expenses for fulfilling contractual obligations, considering the period of services, related services specified in the Agreement.

Evaluation criteria: the winning proposal will be the one that meets the qualification requirements, technical requirements and has the lowest estimated cost of services.

• Deadline for submitting commercial proposals: 5:00 pm, on November 15, 2024.

Competitive proposals submitted by the Selection Participants later than the specified deadlines for the first and second packages and/or applications shall not be accepted and shall not be considered.

By submitting the proposal, the Participant expressly agrees to all the terms and conditions specified in the Company’s requirements.

Each Selection Participant can submit only one competitive proposal.

Commercial Proposals may not be amended after the deadline for submission.
